Symptoms

Issue
--------
Unable to add new assignment with a particular position and department, error generated : Invalid value Chief Distribution Officer for position and Invalid Value Distribution Networks for department
The Position is loaded in the system for BU Chief Insurance Officer and Department Distributed Networks and Department itself is part of the Chief Insurance Officer Set and Name of Distributed Networks.

Steps to Duplicate
---------------------------
1)Have Enterprise set to 3 tier single employment terms, multiple assignments

2)Create a BU specific reference data set

3)Create a job linked to this BU specific reference data set

4)Add a position based on this job.
2)Create an employee through new hire flow
3)On the employment record add employee to BU and a position and department
4)submit
5)On Manage Employment screen, click Edit >Update>New Assignment
6)Attempt to add a different position and department for a different business unit
7)System errors with invalid values for position and department.

Expected Behaviour

It should be possible to add a new assignment to an employee and have a different business unit with BU specific position and department without getting errors.
