When attempting to create a Deleted user in Fusion CRM, the following error occurs in Manage Users page

System Failure with identity management when running the OIM SPML Add Request call - Please contact your System Administrator quoting spml instanceId:1802

The issue can be reproduced at will with the following steps:
1. Login to Fusion Apps as admin user
2. Goto Navigator => Manager Resources => Manage Users
3. Create New user by filling all details and Submit
