When attempting to add a Civil Partner as a contact type through Benefits Self Service, the following error occurs.

You cannot lock this record because it has already been deleted.

The issue can be reproduced at will with the following steps:
 My Information > Benefits > Contacts > Create

Relationship: Civil Partner
Martial Status Civil Union
receive the error
