Symptoms
On : 11.1.9.0.0 version, Set Up Asset Lifecycle Management-Define Fixed Assets
Could not set up Assets "Prorate Convention Rules" in the Manage Prorate Conventions UI
Getting the following message when clicking on the Create button:
ERROR

Unable to retrieve content. Additional information for "Remote Region error #10":
An error occurred while invoking task Manage Prorate Conventions. Review the FunctionalSetupServer logs for more details on this error. Contact your help desk..
STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Manage Prorate Conventions
2. Click on the Create button
