Can the benefits approval flow be changed?

The needed functionality is:
Employee makes benefits elections > Approval to Benefits Admin Role > Benefits Admin to Approve/Deny
  -> Only benefit elections must use this approval flow, life event changes are automatically approved
  -> This should be configured for entire benefits elections and not just a specific plan
