Symptoms
When attempting to pay an employee who lives in California but works in Mexico, the following errors occur:
-Error was encountered when processing payroll relationship NNNNN
-An error occurred when processing element {ELEM_NAME. (ETNAME=US_FEDERAL_INCOME_TAX_PROCESSOR)
-Invalid primary work address geocode
The issue can be reproduced at will with the following steps:
1. Set up an employee's home address and work tax address as California
2. Add a work location of Tijuana Mexico to the employee
3. Run a QuickPay and note generated error messages
