The user is not able to view Procurement catalog content while creating a Purchase Order



1. Try to process the requisition as a buyer.
2. From the Process Requisition page , the user wants to update a non-catalog requisition line with a catalog item.
3. The content zone for requisitioning/procurement was already setup, but nothing is displayed.
