Health Savings Account (HSA) deduction is not stopping once the limit has been reached

The issue can be reproduced at will with the following steps:
1. Set up a pre-tax health savings account (HSA) deduction selecting Yes for Processing Stop when the Total is reached.
2. Add the deduction to the employee setting the amount and total owed
3. Process payrolls so that the employee exceeds the total owed amount and note the deduction does not stop at the limit.
