Error Trying To Create A Record In A Custom Object With A Contact DCL Field : Attribute Set has invalid precision/scale (UI) JBO-27010 (WS) (Doc ID 1941132.1)

Symptoms

On :  11.1.8.0.0 version, Webservice

When attempting to create an entity (ie instance) of a custom object (standalone (ie not a child)  custom object that was created in Application Composer > Customer Center application.
User is unable to enter contact information in DCL (Dynamic Choice List) field Giua_c they define in custom object Cupom_c
the following error occurs when doing this in scope of UI and also by using Web Services.
This error occurs mainly for imported contacts and not for those who were entered in UI

STEPS

The issue can be reproduced at will with the following steps:
1. In UI

Navigator > Sales > select Cupom object in menu (standalone object not a child one)
> enter a new row > enter any fields 5recodrname ..) and select a Contact in Contact DCL field : BBB_c
> get error

2. Run Web service
