Fusion Global HR: Deleted MSS Actions Do Not Appear in Employee's History (Doc ID 1941801.1)

Deleted MSS actions do not appear in the employee's history.

Customer expects actions, even those entered by mistake, to be subject to audit and available in history.

The issue can be reproduced at will with the following steps:
1. Login as an HR Specialist.
2. Search for, and select, an employee.
3. Promote an employee.
4. Confirm the promotion appears in employee history.
5. Delete the promotion.
6. Confirm the promotion and its deletion are no longer present in history.
