ERROR Creating Territory Proposal

Symptoms

On : 11.1.8.0.0 version, Other Issues

Trying to create a territory proposal and receive this error:
"An application error has occurred. Your help desk can use the following information to obtain a more detailed description of this incident: 9, Server Domain: CRMDomain, Server Instance: CRMPerformanceServer_1, Application Name: CrmPerformanceApp."

We have completed all the initial setup including:

 1. Import Master Reference Geography Data
 3. Perform Territory Management Setup
 4. Create Sales Users
 5. Create Territory Zones
 6. Enable Dimensions and Metrics



ERROR

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 1. Go to Navigator >Territories and Quotas
 2. Click on Manage Territory Proposals
 3. Click on Create
 4. Enter Name
 5. Click Save and View
 6. error message pops

Due to this issue, users cannot create Territory Proposal.
