Conditions are Sometimes Displayed Incorrectly on Edit Account Rule User Interface (Doc ID 1945299.1)

Symptoms

On : 11.1.8.0.0 version, Set Up FCR-Define Subledger Accounting Rules

ACTUAL BEHAVIOR
---------------
When creating accounting rules on the Edit Account Rule UI, if you navigate into the UI and there are multiple rules, the second rule is highlighted, but, the Rule 1: Conditions are displayed.

EXPECTED BEHAVIOR
-----------------------
When navigating into the Edit Account Rule UI, the focus should begin on the first rule, correctly displaying the Rule Conditions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigator > Setup and Maintenance > Manage Account Rules > Edit Account Rule
2. Create Multiple Rules with Multiple Conditions
3. Save and Close.
4. The user is taken back to Manage Account Rules
5. Select the Account Rule that was just saved.
Focus will be on the second rule (the second rule will be highlighted). However, the conditions for the first rule will be shown in the Rule Conditions section.

BUSINESS IMPACT

This is confusing for end users as they need to click the first rule and then click the second rule in order to verify the conditions.
