Symptoms

There's a primary ledger with a secondary ledger defined.
The 'Synchronize Reversals between Primary and Secondary Ledgers' flag is set for the primary ledger.
When trying to reverse manual journal entries in the primary ledger, the option to reverse the journal is grayed out although in the reversal tab,
a reversal period has been entered and the reversal method has been specified and the journal has not been reversed in the past.
If the flag 'Synchronize Reversals between Primary and Secondary Ledgers' is unchecked for the primary ledger, then the reversal option is enabled and
the journal can be reversed.

EXPECTED BEHAVIOR

Expect to be able to reverse the journal in the primary ledger when the flag is set.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set the 'Synchronize Reversals between Primary and Secondary Ledgers' flag for the primary ledger in the Specify Ledger Options UI.
2. Create a manual journal entry in the primary ledger.
3. Try to reverse the manual journal created in two and see that the Journal Actions drop down list displays the Reverse option as disabled.
