Fusion Absence Management: No Element Entry Values Shown when Absence is Transferred to Payroll (Doc ID 1947763.1)

When an absence is transferred to payroll, the "Manage Element Entries" UI does not show the entry values that were passed. Only the start and end dates of the absence are passed.

The issue can be reproduced at will with the following steps:
1. Log in and submit an absence for a qualification plan.
2. Confirm that the absence is submitted and approved, and that the status is Complete (this triggers the transfer to payroll)
3. From Person Management, go to "Manage Element Entries", and set the effective date to the date of the absence.
4. Observe that the element is shown, with the start and end dates, but no details of the entry values.
