System allows Development Goal to be added as a Performance Goal and also in Performance Document

We have setup Goal management and Performance management. HR defines a new goal in the goal library with the type as 'Development'.

Now when the employees go to their goals page, they are able to add this goal in the Performance goal tab. Employee is also able to add this Development goal in the Performance document.

Customer expects that the employee should be able to add only Performance type goals in the Performance tab and in the Performance document.

The issue can be reproduced at will with the following steps:
1.Login as HR Specialist and define a new goal and set the type as Development.
2.Now login as an employee and navigate to the Performance Goals tab.
3.Choose to add a new goal from the goal library.
4.Note that the Development goal is also shown up in the list for Performance goals.
5.We are also able to add the Development type goal in the performance document.
