401 Error When An User With Custom IT Security Manager Role Accesses APM (Doc ID 1950359.1)

Symptoms

Using seeded IT Security Manager role as a reference, customer create a custom IT Security Manager role, which inherit same parent roles and map same set of application roles. But user with custom IT Security Manager role will get 401 error when accessing APM (Authorization Policy Manager)



Steps to reproduce:

1. Create a custom role exactly like seeded IT Security Manager role
2. Assign the custom role to an user
3. Login fusion application as the user
4. Click Navigator -> Setup and Maintenance -> Manage Duties task -> Go to Task
the user will get an 401 error
