List of available proxy managers is not correct
ACTUAL BEHAVIOR
-----------------------
When a manager logs onto workforce compensation, the list of available managers to proxy as is incorrect for a selected plan and only the persons who are actually eligible for the plan themselves appear.
EXPECTED BEHAVIOR
-----------------------
The list of available managers to proxy for a selected plan should contain all the subordinate managers, even if they are not eligible for the plan themselves
