Outlook synchronization fails with JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=Null connection passed to attachSessionNull connection passed to attachSession

When attempting to sync to Sales Cloud with Outlook, any of the following error may occur:-
@@@@message:JBO-29000: Unexpected exception caught: oracle.jbo.JboException, msg=Null connection passed to attachSessionNull connection passed to attachSession
@@@@message:The remote server returned an unexpected response: (502) Bad Gateway.
@@@@message:The HTTP service located at https://cadydev-test.crm.em2.oraclecloud.com/outlookEditionConnector/OutlookRequestHandlerService is unavailable. This could be because the service is too busy or because no endpoint was found listening at the specified address. Please ensure that the address is correct and try accessing the service again later.
@@@@message:An error occurred while making the HTTP request to https://cadydev-test.crm.em2.oraclecloud.com/outlookEditionConnector/OutlookRequestHandlerService. This could be due to the fact that the server certificate is not configured properly with HTTP.SYS in the HTTPS case. This could also be caused by a mismatch of the security binding between the client and the server.
When attempting to access any of the Sales Cloud for Outlook related Setup and Maintenance tasks e.g. Manage Outlook Client Deployment Packages task the following error may occur
The program for the task Manage Outlook Client Deployment Packages exceeds the time out limit. Review the details and report this error to the owning product CRM for Microsoft Outlook.
An error was received for the task Manage Outlook Client Deployment Packages. It is identified with code ZOE_MANAGE_OUTLOOK_CLIENT_DEPLOYMENT_PACKAGES that invokes program /WEB-INF/oracle/apps/outlookEdition/connector/metadata/publicUi/flow/OutlookClientConfigPackageTF.xml#OutlookClientConfigPackageTF of module code outlookEdition. Check the communication performance and time out parameters of the application.
The issue can be reproduced at will with the following steps:
1. Attempt to sync with Sales Cloud
In addition you may also be unable to access the Manage Outlook Client Deployment Packages Setup and Maintenance Task
The issue has the following business impact:
