Fusion PIM - Change Order Effectiviation Fails If Old Value For A Field Has Invalid Value

Cange Order Effectiviation fails if old value for a field has invalid value:
Change Order effectivation fails with an error indicating that the old value (i.e, the value being changed) is no longer valid in the value set. In a situation where rules are present mandating change orders for certain types of changes, the user is stuck with corrupt data and no means to change it. The only way out seems to be to add the invalid value back to the value set. But, this means that other users could now select this invalid option for other items. Change Orders need to effectivate as long as the new values provided are all valid.
