On : 11.1.8.0.0 version, Manage Workforce Lifecycle

ACTUAL BEHAVIOR
---------------
Not able to Hire employee since Person Number already Exists But Not Found in Person Search

EXPECTED BEHAVIOR
-----------------------
These employees should be found in searches as new records with same number error out as already existing

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Attempt to add new records for Person number Person Name Hire Date
2. Error out as already existing
3. Search for these with or without date criteria
4. Cannot find pre existing records

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot create entries for new hire because process has failed blocking these records with partial infomation.
