Unable To Import Compensation Plans (Doc ID 1962182.1)

Symptoms

On : 11.1.8.0.0 version, Manage Compensation

ACTUAL BEHAVIOR
---------------
Unable to import compensation plans 

Customer have 3 focal plans that we created in our TEST environment and they have been exported to import to the another-TEST environment for UAT.
The plans are not getting imported into the TEST environment.

EXPECTED BEHAVIOR
-----------------------
Should be able to import plans

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

Navigator > Compensation > Manage Plans
Click on Import XML
Click ‘Yes’ for the warning message.
Click Import
The busy icon keep spinning for some time and then goes back to the below screen.
Click on Search  nothing appears in Search results.
Entered the Plan name and searched, selected the status as ‘Active’ and searched. No results found.
