Fusion Global HR: In Hiring, User Login Details Is Not Sent To Employees If He Add Personal Email Id With Primary Flag

In hiring process, if I hire an employee whose work email id is not created and therefore adding his personal email id with primary flag check so that user login details are send to his personal email id. But employee is not getting any mail with user details.
It is only sending details if I am hiring an employee with work email id and primary flag check. How can we send login details in personal mail id?
If personal email address is listed on user creation the new user email should be sent.
The issue can be reproduced at will with the following steps:
1) Login with HR specialist role
2) Go to Navigator. Select New Person
3) Click Hire an employee. Fill personal details
4) Add email details : select personal mail id , put mail id and check primary flag
Result : No login details are send to employee in his personal id.
Confirmed that the current date is used (not forward dated)
Confirmed that the send email default is set.
