Fusion HR: Global Transfer Triggers Error PER-15317171: Start Dates Do Not Match

Information in this document applies to any platform.
When attempting to perform a global transfer against a specific employee, the following error occurs:
The person's legislative effective start date must equal the person's start date. PER-1531717
The issue can be reproduced at will with the following steps:
1. Log in as an HR Specialist.
2. Search for, and select, an employee.
3. Create a Global Transfer.
4. Confirm the above error.
