Symptoms

ACTUAL BEHAVIOR
---------------
Having customized Action Reason to be required and showing as required, managers are able to leave this field blank and the system allows them to move forward without presenting an error message.

EXPECTED BEHAVIOR
-----------------------
Customer expects the Action Reason to be a properly required field on MSS actions (Promote, Transfer, Change Location, Change Working Hours, Change Manager).

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as HR specialist.
2. Find an employee for promotion in the Person Gallery
3. Personalize the Promotion UI, setting 'Action Reason' to Required and Show Required.
4. Confirm the field shows as required.
5. Promote the worker with a blank action reason, and confirm the transaction completes successfully.
