FUSION: RCV: Received By LOV Is Blank (Doc ID 1981465.1)

Symptoms

When trying to enter receipts in Warehouse receiving, the Received By LOV is showing no values.
When user searches, they are not able to find any values either.

User has the : 'Public Person Selection Duty' and 'Public Person View Duty' assigned via Warehouse Manager role.

 Query a PO to receive > Receive > Click on Received By LOV > Click on Search
