When attempting to search the person from Person management on selecting the person, an error message appear to user who is having custom role with Person Management Duty
and Person View Duty,
the following error occurs.

Incident log error message -
ADFC-0619: Authorization check failed: '/WEB-INF/oracle/apps/hcm/common/transaction/publicUi/flow/HcmDetectExistingTransactionTF.xml
The issue can be reproduced at will with the following steps:
1. Person management -> Search for a person
2. Click on person record
3. Error message is getting displayed.
