Fusion Performance Management: Competencies from job profile are not shown in the Performance Document

On : 22.214.171.124.0 version, Manage Worker Performance
Competencies are not showing in the performance document.
Customer has included a set of competency requirements in the job profile definition. The performance template is also setup to include the competencies from the job profile related to the worker's assignment. But when the performance document is created, the competencies are not getting added to the performance document of the worker.
Expect that competencies in the job profile should be automatically added to the performance document when it is created
The issue can be reproduced at will with the following steps:
1. Setup the performance template > structure tab > competencies section > section content > Use profile related to worker's job data: Profile Type = Job
2. Create the performance document
3. In the set goals task, the competencies from job profile are not included in the performance document
