Outlook Sync Is Not Working

Symptoms version, Synchronization

When attempting to sync for the first time after Release 9 upgrade using the latest Outlook installer from application,
the following error occurs.


Message: Application experienced technical difficulties.
Further troubleshooting should be done by technical support.
Error code: FC0097



The issue can be reproduced at will with the following steps:
1. First sync
