Fusion Absence Management: Absences Updated by HR Administrator are Going for Manager Approval Even Though Approvals are Disabled for Administrative Transactions

Approval Processing for an Absence type has been set as 'Not enabled' for Administrators. Despite that, when an administrator updates an Absence for another Employee via Person Management the approval goes to the HR Administrator's Manager. This happens when changing the Absence type to another one (that has the same setup regarding Approval Processing), or when adjusting the date. Adding a new absence record or deleting it does not generate any approvals which is the correct behavior.
The issue can be reproduced at will with the following steps:
1. Define an absence type that has approval processing disabled for Line Manager Self Service and Administrative Transactions.
2. Log in with a Line Manager or an HR Admin and update an already submitted absence request for an employee.
3. Change the absence type to another, or just change the time interval, then submit the request
4. Observe that an approval request was generated.
