Fusion BI : Extracts or Reports with FTP Output gives "Connection timed out" Error

Symptoms

On : 11.1.8.0.0 version, Global Human Resources

When attempting to submit an extract and have the result delivered to the SFTP,
the following error occurs.

The issue is specific to Cloud SDI PODS.

The issue can be reproduced at will with the following steps:
1. Navigator > Data Exchange.
2. Submit extract

The issue has the following business impact:
Due to this issue, users cannot have the result from HCM extracts delivered to the SFTP .
