Fusion Performance management: Ratings are not displayed in the same order as configured in the Profile Rating Model (Doc ID 1989301.1)

Symptoms

On : 11.1.9.2.0 version, Manage Worker Performance

ACTUAL BEHAVIOR
---------------
Ratings configured does not display as per the numbering or in the order configured in Manage profile rating model

Ratings levels are configured in Manage Profile Rating Model setup task in the following order:
1 - Outstanding Performer
2 - Strong Performer
3 - Good Performer
4 - Improvement Required

When the user views the rating levels in the 'Rating' LOV in Performance document the order is different; the ratings levels are sorted in alphabetical order

EXPECTED BEHAVIOR

When Overall Performance Rating drop down is selected the list should appear in the same order as the rating model definition

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a rating model and add the rating levels
2. Create a performance template where star ratings are not used
3. Create a performance document for the worker based on above template
4. In the worker/ manager evaluation tasks, the rating lov displays the values in a order that is different from the one defined in the rating model
