Multi Lingual Change is not applied by Change Order (R9)

Problem Description

You updated your session Language to Dutch in order to be able to enter a few Dutch descriptions for an Item. The Description ML attribute is a Multi Lingual attribute that is under change control. If you apply a change to the description ML attributes and save that change, a Change Order creation form is opened. If you populate all required attributes and submit the CO, you receive a notification for the Approval of the change as expected. After approval, the 2 programs used to implement the change are running successfully. If you then check the Description ML attribute, you see that the change was not applied. Attribute was still reflecting the old attribute values.
