Rel9 Upgrade Field Translation User Interface Text - Picks Up Browser Instead Of Session Language (Doc ID 1997225.1)

Symptoms

On : 11.1.9.2.0  version, Customer Center and Common

ACTUAL BEHAVIOR  
---------------
After upgrade to Rel. 9 with  UVF environment , user tested the translation of custom fields again.
Unfortunately without success.


EXPECTED BEHAVIOR
-----------------------
Feature User Interface Text should still work at Rel9 level

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

A) Standard behavior from Doc is

1. Log in in English Session
2. Activate a Sandbox
3. Navigate to Customization>>User Interface Text
4. Click Search and Replace
5. Enter Searched String and Replaced String. Clock Preview Changes
6. Confirm the Search Result. Click Save and Close
7. Confirm that the replacement is listed in Text Replacement History
8. Go back to target page. Confirm that the replacement is well reflected.

So you manage translation for a language you are logged with”

B)
But in UVF the translation is not proposed in the language you are logged with ut for alternate language (as customer has American English and German installed )

Due to this issue, users can no more use   "User Interface Text" feature to manage labels translation
