Symptoms

When attempting to run Quick Pay the following error occurs

Error

Error was encountered when processing payroll relationship 11.
An error occurred when processing element {ELEM_NAME. (ETNAME=GOSI)
An error occurred when processing formula SA_GOSI_CALCULATION.
An error occurred during formula execution. Contact your help desk. (ORACLE_ERROR_TEXT=) (FORMULA_ERROR_TEXT=Formula SA_GOSI_CALCULATION, line 132, null value returned. (3=EMPLOYEE_GOSI_DETAILS_HRX_SA_GOSI_PREL_REGISTERED_FOR_SI))

Steps To Reproduce
1. Navigator > Payroll Calculation > Submit Process or Report
2. Select Legislative Data Group > Select Process "QuickPay"
3. Enter perimeters > Submit
4. Encounter the reported error.
