Retroactive Price Update Not Working Properly

Retroactive Price not working.
Everything seems to be set properly but the price is not changed in the PO after a change in price of the Blanket.
Steps to reproduce:
1. Setup retroactive price.
2. Create Blanket Purchase Agreement (BPA) and approve.
3. Create Purchase Order (PO) and approve.
4. Change BPA price.
5. Run 'Initiate Retroactive Price Update'.
6. Price in PO does not change.
