Unable To Locate Customers In The Primary Party While Creating Contracts (Doc ID 1999936.1)

Symptoms

On : 11.1.8.0.0 version, Contract Authoring

ACTUAL BEHAVIOR
---------------
Unable to locate customers while creating Contracts

While creating Contracts we are able to find the Persons (in Primary Party LOV) which we have created through File Based Load.
But unable to find the Persons which have created Manually.

Ex: We are able to find the contact i.e "John Ceriale" (created through file based load).
  We are unable to find the contact i.e "Allyn Archer" (created manually).

EXPECTED BEHAVIOR
-----------------------
Consistent Behavior whether create manually or via import

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Contract -> Choose Primary Party for the customer (Contact) created.

BUSINESS IMPACT
-----------------------
Due to this issue users cannot search some Person Party contacts.
