Logging into company's SSO and it cycles back to login page without entering system.

Customer is trying to login fusion application through federation SSO, the system redirects the user back to login page without entering fusion application
Steps to reproduce:
1. Access fusion applications
2. Click Sign in on the right side of the chooser login
3. Enter correct user name and password in customer IDP login page
the user will be redirected back to the chooser login
