Transactions Have Collection Error Status For Participants with Valid Effective Date But Inactive Flag (Doc ID 2000228.1)

Transactions have Collection Error for participants that are terminated.

1. Terminate the participant by going to Navigator > Participant Snapshot > Select Participant > Manage Participant Details
  Active Start Date = 6/16/14
  Active End Date = 3/28/15
  Compensation End Date = 3/28/15
  Active flag = unchecked
2. Import transactions for participant with transactions date between 3/1/15 and 3/31/15
3. Run Collection for date range 3/1/15 - 3/31/15 and see all transactions have Collection error  ( COLLECTION_ERROR ) status.
