Symptoms

On Release 8

Users find that PurchaseOrderService is down for 5 minutes every hour at least.  Hitting the service end point with a browser displays error.

Due to this issue, no backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.

Failure of server APACHE bridge:
No backend server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.
