You are exporting the data from a BI Publisher report to Excel. The report contains a lot of data. This usually means a lot of rows. It can also mean each row contains a lot of data. A lot of rows may be about 1/2 million. Although that is not the magic number. This can occur with a lot fewer rows. It depends on the amount of data overall in the report. It is not just related to the number of rows.
When the report runs it returns data. You can next through the pages. You have not used next to go through all the pages in the report as that would take too long. If you try to use Export to Excel with the report open, it works for a while and then goes to an Apache Bridge error.
