Goal

Users find that when run the Transfer Workforce Compensation Data process, even when the process completes successfully, it does not update workers with salary changes in core.

User ran the Transfer process with manager inclusion for J.

N had a salary change outside the plan.
Other workers under J who have no changes process without issue, while N appears to be unprocessed.
