Cannot Add Position Hierarchy To Approval Flow As List Of Values Not Available

Symptoms
When the user tries to add a position hierarchy to an approval rule, it is not possible to select the position hierarchy - there is no List Of Values to choose from, and no way to enter the name. The position hierarchy (position tree) has been defined. It should be possible to select a position hierarchy that has already been defined.
STEPS

The issue can be reproduced at will with the following steps:
1. Setup and Maintenance > Manage Approval Transactions for Human Capital Management > Change Location > Configure
2. Create a new rule, and drag Position Hierarchy as one of the approvers. Configure this, and try to select an existing position hierarchy.
