Allow customer to be able to apply the global escalation policy to either a task or an assignee.

Current Behavior

1. Created escalation policy to escalate after 4 minutes
2. If 1st Approver approved the document in 3 minutes after the assignment
3. Next Approver only has 1 minute to approve instead of 3 minutes

Expect to have 4 minutes for all approvers

Escalation Policy setting defined in Deadlines is a global setting that applies to the task instead of each assignee.
