User is Unable to See Multiple Business Unit (BU) Values When Creating Requisition (Doc ID 2006731.1)

Symptoms

-- Expected Behaviour
On the "Purchase Requisitions" window in "Requisition Preferences" section, the user should be able to select different Business Units (BU's), but currently the field is unselectable.

 -- Steps
The issue can be reproduced at will with the following steps:
1. Navigate to Fusion Procurement
2. Requisitions
3. On the "Purchase Requisitions" window go to the "Requisition Preferences".
4. On the bottom right, pres Edit.
Cannot change the BU to the desired value.
