Saving Approval Rule Fails With RUL-05717

Symptoms

When attempting to save an approval rule for absences, the following error occurs.

ERROR
-----------------------
RUL-05717: The identifier "absencesApprovalsRequest"" is not valid here.

The issue can be reproduced at will with the following steps:
1.Setup and maintenance > Manage approval transactions for Human Capital Management > Absences > configure
2. Add a new rule:
If Absence type=='Unpaid leave' AND absencesApprovalsRequest.Requestor!=absencesApprovalsRequest.empUserID
THEN Route to the approval Group.
3.Build the graphics, the condition was not accepted (the comparison was reset to ==. Edit this to give the correct comparison (!=), and clicked OK - this seemed to be accepted.
4. Saved the record. The error is displayed.
