Cost Center View Is Not Auto Updating To New Default When Buying On Behalf Of Another User

Problem Statement
When a Requisition is submitted on behalf of another user, the preparer should visibly see the updated Cost Center on the Edit Requisition user interface screen, but this is
not happening. Currently, the preparer must either view the PDF or save and close the Requisition and then re-open it in order to see the updated Cost Center value.

Replication Steps
1. Requisition is created and shows default requestor (same as preparer) with default charge account.
2. Updated Requestor to another user.
3. Deliver to address updates but charge account does not.
4. After clicking on “save” – same result.
5. When accessing “View PDF” – can see the charge account has updated properly.

Expected Behavior
The Cost Center value should be immediately updated to the new value whenever buying on behalf of another user.
