Unable To Upload Multiple Rows On The Manage Work Schedule Assignment Spreadsheet - Only First Row Is Uploaded

Symptoms
When trying to upload work schedule assignments using the spreadsheet loader, only the first row is uploaded.
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance > Manage Work Schedule Assignment Administration > Select Work schedule, and Select "Manage in Spreadsheet"
2. Log in to the spreadsheet, and download all rows.
3. Keep only first row and delete other rows.
4. Duplicate this row using Copy/Paste
5. Paste data from another Excel spreadsheet using Paste Special...Values
6. Other records are populated with the assignments.
7. Select Upload.
8. Only first row is uploaded.
