Email Workflow Is Not Triggering For Sales Lead Object (Doc ID 2015649.1)

ACTUAL BEHAVIOR
---------------
Email workflow is not triggering for sales Lead in catk-test

We have created a new object workflow for Sales Lead to send emails. This workflow triggers when a lead is created and it does not have any condition. This is created inside sandbox. This workflow is not working i.e. no email is sent when a lead is created.
I checked with account object and found that workflow is triggering for account.

EXPECTED BEHAVIOR

Receive a notification when lead is created

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. in App Composer create an Object workflow based on Sales Lead object
2. Set Event Point and Condition to When a record is created
3. Set specific email addresses
4. Create a Lead
