Issues With PARAMETER In Table Driven SQL Value Set (Doc ID 2017016.1)

Goal

Created a DFF in PER_ASG_DFF which ties to a table type value set with a SQL statement. In the SQL statement I've added a parameter to call the EffectiveStartDate of the employees assignment. The valueset saves successfully but DFF fails to compile due to the valueset. I've done these types of SQL values sets in EBS implementations but have never done this in Cloud. Can you advise if this is possible in Fusion. Below are the two SQL's i tried, neither worked. I'm also uploading the DFF deployment error.
