Symptoms
Problem Summary

Create Expense report.
Itemise expense item > Click Expenditure Type and save.
The message is displayed 'You must enter a value set value. (FND-3108)'
Cancel and the message is still there.
The only way to escape is to close the browser.
The Projects Descriptive Flexfield (DFF) is enabled and the Project code and Project Task are set to Required
